Appropriates $800,000 from the General Revenue Fund to the Department of Children and Families for compensation to L.T., a minor, for injuries and damages resulting from departmental negligence.

Settlement amount totals $1 million, with $200,000 already paid and this bill covering the remaining $800,000 balance from a court-ordered mediation agreement reached on June 21, 2010.

Remaining funds after payment of attorney fees (capped at 25 percent of total award), lobbying fees, medical liens, and other expenses shall be placed into a special needs trust for L.T.'s exclusive use and benefit.

Constitutes sole compensation for all present and future claims arising from the factual situation involving L.T.'s placement with foster caregivers by the Department, subsequent abuse, and resulting psychological injuries.

Effective upon becoming law.
