HB 3527 - Relief for Brian Pitts

• Directs the Division of Administrative Hearings to appoint an administrative law judge to determine equitable compensation for Brian Pitts for alleged wrongful acts by the State of Florida, State Attorney's Office for the Sixth Judicial Circuit, and Pinellas County Sheriff's Office related to his practice of law and incarcerations from 2001-2012.

• Authorizes compensation of $1-$7 million to be paid proportionately by responsible parties, with a cap of 25% for attorney fees, lobbying fees, and costs.

• Declares null and void all final orders, judgments, decrees, and convictions in specified court cases involving Mr. Pitts based on separation of powers and legislative supremacy.

• Authorizes Mr. Pitts to practice law in Florida as a lay counselor or lay representative under specified statutes, court rules, and circumstances, including representation in county/small claims proceedings and testimony before the Legislature.

• Directs the Department of Law Enforcement to remove all public and private records of a criminal nature concerning Mr. Pitts from access, with exception for federal authorities and authorized investigations.
