Authorizes the Palm Beach County School Board to compensate Carl Abbott $1.9 million for injuries sustained when struck by a school bus on June 30, 2008, while crossing in a designated crosswalk.

Requires payment in annual installments of $211,111.11 from fiscal year 2014 through 2021, and $211,111.12 in fiscal year 2022-2023, payable to David Abbott as Carl Abbott's guardian.

Guarantees a minimum payment of $633,333.33 (three annual payments) to the guardian if Carl Abbott dies within 3 years of the act's effective date; payments cease upon his death after that period.

Limits attorney fees, lobbying fees, costs, and similar expenses to no more than 25 percent of the total $1.9 million award.

Designates this settlement as sole compensation for all present and future claims against the school district related to this incident.
