Repeals section 776.013, Florida Statutes, which established a presumption of fear and provided "stand your ground" protections specifically in home defense situations.

Amends section 776.012 to allow deadly force and eliminate duty to retreat when a person reasonably believes such force is necessary to prevent imminent death, great bodily harm, or forcible felony.

Removes reference to section 776.013 from section 776.032, maintaining immunity from criminal prosecution and civil action for justified use of force under sections 776.012 and 776.031.

Amends section 790.15 to add a definition of "dwelling" for firearm discharge statutes, including buildings, mobile homes, tents, and attached porches designed for overnight occupancy.

Takes effect upon becoming law.
