Repeals Florida Statutes sections 791.013, 791.015, 791.02, and 791.03, eliminating requirements for testing and approval of sparklers and registration of manufacturers, distributors, wholesalers, and retailers of sparklers.

Removes the definition of "distributor" from statute and renumbers remaining definitions in section 791.01.

Eliminates the reference to division-approved sparklers in the fireworks definition, making any unapproved sparkler classified as fireworks.

Amends section 791.012 to reference updated statutory cross-references for novelties and trick noisemakers that are exempt from fireworks regulations.

Updates section 791.04 to remove references to repealed registration requirements while maintaining exemptions for wholesale sales, industrial uses, blank cartridges for shows and ceremonies, and licensed manufacturer operations.
