Deletes the exemption for nongrandfathered health plans in the individual and small group markets from rate review and approval by the Office of Insurance Regulation for plan years 2014 and 2015.

Requires insurers and health maintenance organizations to include notices with policies describing the estimated impact of the Affordable Care Act (PPACA) on monthly premiums, with specific information about guaranteed issuance costs, fees and taxes, age and gender rating impacts, and essential health benefits requirements.

Removes provisions in section 627.411 that excluded nongrandfathered health plans from grounds for disapproval of rates, rating practices, and benefit-to-premium relationships.

Both amended subsections are repealed on March 1, 2015.

The act takes effect upon becoming a law.
