Repeals section 161.56(2) of Florida Statutes, which required the state land planning agency to develop and maintain a biennial coastal building zone construction training program for local enforcement agencies.

Removes requirements for an initial training program by April 1, 1987, and recurring biennial continuing education programs beginning July 1, 1989.

Eliminates authority for the state land planning agency to charge registration fees to defray training program costs if general revenue funds were not provided.

Retains section 161.56(1), which preserves the department's authority to require permits and enforce standards for seaward construction and local governments' rights to enact restrictive setback, zoning, and building code requirements.

Takes effect July 1, 2014.
