Board of Governors may designate state universities as preeminent state research universities if they meet at least 11 of 12 academic and research excellence standards, beginning with fiscal year 2014-2015.

Board of Governors shall establish a performance funding model with different standards for preeminent research universities (academic and research excellence metrics) versus other universities (employment rates, wages, graduation rates, cost per degree, and strategic emphasis areas).

Board of Governors must implement a weighted scoring system where preeminent universities' academic and research standards are worth twice the weight and fiscal value of standards for other universities.

Performance funding appropriations are subject to annual legislative approval and held in reserve until the Legislative Budget Commission approves a budget amendment allocating funds based on Board of Governors' scoring system.

Board of Governors shall design and annually disseminate university report cards displaying each university's performance rankings and submit annual reports to state leadership by March 1 with university scores and suggested changes to standards.
