HB 5203 - Florida NCI Cancer Centers Act

• Establishes the Florida Consortium of National Cancer Institute Centers Program to enhance cancer care quality and competitiveness in Florida while supporting biomedical research responsive to state health needs.

• Authorizes the Department of Health to distribute quarterly funding from the Biomedical Research Trust Fund to Florida-based cancer centers designated by the National Cancer Institute (NCI) or working toward NCI designation by July 1, 2019.

• Creates three funding tiers for cancer centers with tier-weighted multipliers: Tier 1 (NCI comprehensive centers, 1.5 weight), Tier 2 (NCI cancer centers, 1.25 weight), and Tier 3 (centers seeking designation, 1.0 weight with maximum 5-year participation and minimum $5 million annual peer-reviewed funding requirement).

• Establishes allocation formula distributing funds based 40% on reportable cancer cases, 30% on peer-review research costs, and 30% on biomedical education and training; guarantees participating centers minimum annual allocation of $16 million.

• Requires triennial reports beginning July 1, 2017 analyzing state cancer mortality rates by type and region, federal research funding trends, and collaborative grants among centers; non-compliant centers face 1-year suspension.
