HB 5305 - Juvenile Detention Costs Summary

• Sets nonfiscally constrained counties' annual contribution for juvenile detention costs at $42.5 million for fiscal year 2014-2015, with the state paying remaining costs.

• Beginning fiscal year 2015-2016, nonfiscally constrained counties must pay 50 percent of total shared detention costs based on the prior calendar year, calculated by their percentage share of detention days statewide.

• State assumes all detention costs for fiscally constrained counties (rural areas of critical economic concern or counties where a mill raises no more than $5 million) and out-of-state juveniles.

• Establishes annual payments to 39 named counties from July 1, 2014 through July 1, 2036 to address disputed billing methodologies from fiscal years 2008-2009 through 2012-2013, ranging from $7,928 (Sumter County) to $559,962 (Orange County).

• Takes effect July 1, 2014.
