HB 5401 Summary

• Adds "network security perimeter" definition as network core routers, state firewalls, and enterprise intrusion prevention systems implemented to control access from unauthorized sources into internal closed user networks.

• Requires Department of Management Services to establish a network security perimeter and design, engineer, implement, and manage the Florida Information Resource Network through state ownership, commercial leasing, or contracted services.

• Requires department to develop and publish an interactive geographical information system map on its website monitoring school district deployment of the Florida Information Resource Network and provide quarterly implementation status reports to Governor and Legislature beginning January 1, 2015.

• Revises definitions and powers related to SUNCOM services, the state enterprise telecommunications system that provides electronic and optical telecommunications services to state agencies, political subdivisions, municipalities, and nonprofit corporations.

• Effective date: July 1, 2014.
