CS/CS/HB 7001 - Administrative Procedures Summary

• Changes deadline for agencies to propose rules implementing new laws from 180 days to times specified in section 120.74(5) and (6).

• Requires each agency to prepare an annual implementation and rulemaking plan by October 1, listing all laws enacted in the previous 12 months that create or modify agency duties, with status of required rulemaking for each law.

• Establishes specific publication deadlines: notice of rule development by November 1 and notice of proposed rule by April 1 following the plan deadline.

• Provides automatic suspension of an agency's entire rulemaking authority if it fails to meet publication deadlines in the regulatory plan or proposed rule requirements, lasting until the agency complies or the next legislative session ends.

• Repeals sections 120.745 and 120.7455 relating to legislative review of existing rules and an Internet-based regulatory impacts survey, and rescinds any prior suspensions under those provisions; effective July 1, 2014.
