CS/HB 7003 - Court System

• Repeals prohibition on retired Supreme Court justices practicing law and eliminates separate clerk and marshal positions for the Supreme Court
• Establishes 20 judicial circuits in Florida and removes most residency requirements for circuit judges, except for specific counties in circuits 5, 7, and 16
• Excludes retired judges practicing law from the Conference of Circuit Judges of Florida and removes mandatory attendance requirement for active circuit judges
• Consolidates judicial branch salary provisions into a new section requiring salaries for justices, judges, and court officers to be fixed in the General Appropriations Act
• Reduces Judicial Qualifications Commission membership from 15 to 13 members and repeals various statutes relating to district courts of appeal clerk and marshal positions; effective July 1, 2014
