• Revises child support enforcement by requiring obligors to provide documentation within 20 days to prevent driver license suspension and allows courts to issue restricted licenses for business purposes.

• Modifies DUI penalties by authorizing courts to order ignition interlock devices for first-time offenders with high blood-alcohol levels and permitting device installation for at least 6 continuous months as an alternative to suspension.

• Creates new vehicle-related regulations including definitions for sanitation and utility service vehicles, lane-change requirements for approaching these vehicles, restrictions on bus passenger loading, and autonomous vehicle testing provisions.

• Establishes a yellow dot critical motorist medical information program allowing counties to provide emergency medical information to first responders through decals, folders, and forms stored in vehicles, with confidentiality protections.

• Makes various changes to license plates, vehicle registration holds, wrecker operator licensing, gasoline station requirements for disabled drivers, and designates Walter Francis Spence Parkway; effective July 1, 2014.
