Exempts personal identifying information held by the Department of Transportation, counties, municipalities, and expressway authorities from public records disclosure when used for paying, prepaying, or collecting tolls and associated charges.

Applies the exemption retroactively to personal identifying information held before, on, or after the effective date of the exemption.

Exemption covers information related to credit cards, debit cards, checks, and TOLL-BY-PLATE video billing systems used for toll payment.

Exemption is subject to the Open Government Sunset Review Act and automatically repeals on October 2, 2019, unless the Legislature reenacts it.

Exemption protects traveler privacy, locations, and travel patterns while promoting use of electronic toll collection systems that are more efficient and cost-effective than cash payment.
