CS/CS/HB 7021 - Protecting Our Children and Adults from Sexual Predators Act

• Department of Children and Families must provide annual training to multidisciplinary team members on sexual offense research, clinical evaluation methods, and civil commitment processes.

• Multidisciplinary team members hired on contract are limited to 1-year terms, which may be renewed, with annual performance evaluations required.

• Department must maintain data on clinical evaluator recommendations, team recommendations, state attorney petitions, and outcomes; analyzing inter-rater reliability at least annually.

• Multidisciplinary teams must prioritize assessments based on release dates and may proceed without personal interviews if the person refuses to fully participate; assessments must be provided to state attorneys at least 1 month before release from state facilities or 24 hours before release from county/municipal jails.

• Nonpublic colleges, universities, and schools; Florida College System institutions; state universities; and career centers must inform students and employees at orientation and on websites about the Department of Law Enforcement sexual predator and sexual offender registry.

• Effective date: July 1, 2014.
