CS/HB 7033 Summary

• Requires middle grades schools (grades 6-8) to implement early warning systems identifying students exhibiting two or more risk indicators (poor attendance, suspensions, course failure, low test scores) and provide intervention strategies.

• Establishes the Collegiate High School Program requiring each Florida College System institution to offer programs allowing high school students to earn a standard diploma, at least 30 college credits, and industry certifications simultaneously.

• Expands industry certification and digital tool certificate programs with weighted funding for students earning certifications, provides teacher bonuses of $25-$50 per student, and allows up to 15 digital tool certificates in areas like coding, cybersecurity, and digital arts.

• Extends hazing prohibitions to include middle grades (grades 6-12) with revised definition, requires district policies establishing consequences, reporting procedures, and mandates reporting to law enforcement for serious incidents.

• Requires professional development for middle grades educators emphasizing interdisciplinary instruction, integrated digital instruction, competency-based learning, and small learning communities; effective July 1, 2014.
