Bill Summary: CS/CS/HB 7051

• Directs the Board of Professional Surveyors and Mappers to adopt rules establishing standards of practice for surveying and mapping relating to competence, accuracy, completeness, quality, and professional conduct matters.

• Revises conditions for fingerprint record examination and criminal history checks for private investigative, security, and repossession service license applicants.

• Modifies firearm licensing provisions, including requirements for Class "G" licensee firearms recertification training and authorization to carry .40 caliber and .45 ACP handguns in addition to other specified firearms.

• Creates definition of "novelty payment" and prohibits commercial telephone sellers from accepting such payments; strengthens consumer protections through bonding requirements for health studios, pawnbrokers, and travel sellers.

• Effective January 1, 2015, requires subjects of sealed criminal history records to disclose such information when applying for concealed weapon or firearm permits and expands access to sealed records for licensing and employment purposes.
