Re-creates the State Economic Enhancement and Development Trust Fund within the Department of Economic Opportunity (FLAIR number 40-2-041) without modification, preventing its scheduled termination on July 1, 2015 pursuant to constitutional mandate.

Amends section 288.1201, Florida Statutes, to abrogate provisions requiring the trust fund's termination and establish that the fund shall be reviewed according to section 215.3206(1) and (2).

Requires a three-fifths vote of both houses of the Legislature for the bill to take effect, making this a contingent effective date provision.

Takes effect July 1, 2014, contingent upon passage by the required supermajority vote in each legislative chamber.
