Re-creates the Federal Grants Trust Fund within the Executive Office of the Governor (FLAIR number 31-2-261), which was scheduled to terminate on July 1, 2015 pursuant to constitutional mandate.

Amends section 14.235, Florida Statutes to remove provisions requiring termination of the trust fund on July 1, 2015.

Requires the trust fund to be reviewed as provided in section 215.3206(1) and (2) before any future termination.

Takes effect July 1, 2014, contingent upon passage by a three-fifths vote of the membership in both houses of the Legislature.
