HB 7073 - Information Technology Governance Summary

• Creates Agency for State Technology: Establishes a new Agency for State Technology within the Department of Management Services, replacing the Agency for Enterprise Information Technology, with an executive director serving as the state's chief information officer appointed by the Governor and confirmed by the Senate.

• Consolidates Data Centers: Transfers the Northwood and Southwood Shared Resource Centers to the new agency and establishes a state data center system to consolidate all agency data centers and computing facilities by 2019, with exemptions for specific agencies.

• Establishes IT Standards and Oversight: Requires the new agency to develop and publish information technology policies, architecture standards, and project management standards by June 30, 2015, and perform project oversight on state IT projects costing $10 million or more.

• Creates Technology Advisory Council: Establishes a seven-member Technology Advisory Council with members appointed by the Governor (4), Senate President (1), Speaker of the House (1), and jointly by the Attorney General, Commissioner of Agriculture, and Chief Financial Officer (1), subject to ethics code compliance.

• Appropriates Funds and Positions: Allocates $3.56 million in recurring funds and $1.1 million in nonrecurring funds for fiscal year 2014-2015, authorizing 25 full-time equivalent positions for the Agency for State Technology and 2 positions for the Department of Law Enforcement's Cybercrime Office.
