HB 7075 - Malt Beverages Summary

• Allows licensed malt beverage manufacturers to sell directly to consumers at taprooms on manufacturing premises without a vendor's license, requiring at least 70% of beverages sold to be brewed on-site.

• Permits manufacturers to obtain vendor's licenses at no more than two licensed manufacturing premises to sell malt beverages for on-premises or off-premises consumption, including growlers.

• Defines "growler" as 32-ounce, 64-ounce, 128-ounce, 1-liter, or 2-liter containers that may be filled or refilled at licensed manufacturing premises or vendor locations with valid licenses.

• Authorizes licensed distributors and manufacturers to conduct malt beverage tastings at vendor premises with samples limited to no more than 3 ounces per product.

• Prohibits common carriers from making direct deliveries of malt beverages to consumers and allows possession and transportation of growlers as lawful.

• Effective date: July 1, 2014.
