• Requires Department of Education to develop standardized model application forms, charter contracts, evaluation instruments, and renewal contracts for all charter schools, including specialized versions for virtual and high-performing charter schools.

• Specifies automatic charter termination when a school earns a second consecutive "F" grade after appeals, unless specific exceptions apply (turnaround schools, serving low-performing school zones, or state board waiver).

• Allows charter school governing boards to hold biannual public meetings via communications technology; authorizes charter schools to designate financial institutions to receive funds with specified transfer requirements.

• Clarifies that charter contract provisions inconsistent with law are void and unenforceable; allows sponsor and applicant to negotiate additional terms after approval while school operates; deems approved application matters settled for negotiation purposes.

• Prohibits sponsors from requiring high-performing charter schools to limit enrollment or capacity based on prior-year student enrollment; allows out-of-state charter school operators to apply for high-performing system status; effective July 1, 2014.
