CS/HB 7093 Summary

• Petroleum Restoration Program Reforms: Restructures site rehabilitation contracting requirements, payment procedures, and cost-sharing mechanisms for cleanup of petroleum-contaminated sites under the Inland Protection Trust Fund.

• Advanced Cleanup Program: Allows applicants to use cost-sharing commitments, demonstrated cost savings, or both to meet advanced cleanup cost-share requirements for accelerated site rehabilitation ahead of priority ranking.

• Coastal Permits and Beach Safety: Authorizes areawide permits for coastal construction; allows state agencies and local governments to use additional safety and warning devices at public beaches beyond standard uniform flags.

• Aquatic Preserves Management: Creates new section allowing Department of Environmental Protection to receive gifts and donations for aquatic preserves, and grant privileges and concessions for visitor accommodation with public comment provisions.

• State Parks Concessions Restriction: Prohibits new concession agreements for visitor accommodations in state parks with beach access and less than 7,000 feet of shoreline if the service type is available nearby; exempts existing accommodations as of May 1, 2014.
