• Amends Florida's administrative procedures law to enhance rulemaking requirements, including revisions to notices of rule development, workshop scopes for information gathering on regulatory costs, and electronic delivery of notices.

• Creates a presumption of adverse impact on small business if owners/officers must spend 10+ hours or purchase professional advice to comply, if transaction taxes increase by $500+, if specially trained employees are required, if operating costs increase by $1,000+ annually, or if capital expenditures exceed $1,000.

• Establishes requirements for agencies to publish notices of separate proceedings and toll rulemaking deadlines during such proceedings; requires agency personnel to attend public hearings on proposed rules.

• Expands procedures for substantially affected persons to submit lower-cost regulatory alternatives following a notice of change, requiring agencies to revise cost statements and adopt feasible alternatives that reduce small business impact.

• Amends community development district establishment rules to require petitions include a statement explaining the prospective economic impact of the proposed district; effective July 1, 2014.
