Amends section 1002.221 of Florida Statutes to establish a public records exemption for K-12 education records as defined by the Family Educational Rights and Privacy Act (FERPA)

Prohibits agencies and educational institutions from releasing student education records without written consent of student or parent, except as permitted by FERPA

Allows education records to be shared with the Auditor General and Office of Program Policy Analysis and Government Accountability for official duties, and with other agencies through interagency agreements with the Department of Juvenile Justice for purposes including improving school safety and reducing truancy

Information shared through interagency agreements is inadmissible in court proceedings before a dispositional hearing unless written parental consent is provided

Subjects the exemption to the Open Government Sunset Review Act and sets repeal date of October 2, 2014 unless reenacted by the Legislature; effective October 1, 2014
