Amends Section 1006.52, Florida Statutes, to save the public records exemption for postsecondary education records and applicant records from repeal under the Open Government Sunset Review Act.

Maintains confidentiality exemption for student education records as defined by the Family Educational Rights and Privacy Act (FERPA) and applicant records from public records requirements under Florida law.

Defines applicant records as documents directly related to non-enrolled applicants for admission that are maintained by public postsecondary educational institutions or parties acting on their behalf.

Requires written student consent before releasing education records, except as permitted by FERPA, and allows release to the Auditor General and Office of Program Policy Analysis and Government Accountability for official duties when maintained in accordance with FERPA.

Effective date: October 1, 2014, with the exemption subject to future sunset review unless reenacted by the Legislature.
