Requires elected municipal officers to complete 4 hours of ethics training annually beginning January 1, 2015, covering the State Constitution Article II Section 8, the Code of Ethics for Public Officers and Employees, and public records and public meetings laws.

Officers may satisfy the training requirement through continuing legal education or other continuing professional education classes, seminars, or presentations that cover the required subjects.

Officers assuming office on or before March 31 must complete annual training by December 31 of that year; those assuming office after March 31 are not required to complete training that calendar year.

Requires officers subject to annual ethics training to certify on their full and public disclosure of financial interests and statement of financial interests that they completed the required training, effective January 1, 2015.

Specifies that failure to certify completion of annual ethics training does not constitute an immaterial, inconsequential, or de minimis error or omission.
