• Authorizes employees to use excess state health insurance contributions (starting 2017 plan year) for flexible spending accounts, health savings accounts, additional benefits, or increased salary.

• Establishes tiered health plan benefit levels (Platinum, Gold, Silver, Bronze) with actuarial values of 90%, 80%, 70%, and 60% respectively, starting in 2017 plan year.

• Requires Department of Management Services to contract with at least one entity providing comprehensive pricing and inclusive services for surgeries and medical procedures, and establish a 3-year price transparency pilot project in 1-3 state areas.

• Mandates procurement of an independent benefits consultant to assess insurance trends, conduct program analysis, and submit recommendations to Governor and Legislature by January 1 annually.

• Modifies prescription drug program by allowing 90-day supplies at retail pharmacies, removing financial interest requirements for 90-day supply implementation, and directing department to develop premium alternatives reflecting benefit design differences.
