• Creates a statewide digital classrooms initiative requiring the Department of Education to develop a 5-year strategic plan by October 1, 2014, with annual updates on technology integration, minimum standards, and professional development for K-12 education.

• Establishes the Complete Florida Plus Program at the University of West Florida to provide adult learners access to distance learning courses, an online degree completion initiative, statewide advising services, and a shared library automation system for all public postsecondary institutions.

• Transfers the Florida Virtual Campus from the University of Florida to the University of West Florida by December 31, 2014, with all existing contracts continuing to bind the new institution.

• Requires school districts to develop and submit digital classrooms system plans by December 31, 2014, detailing student performance outcomes, technology compliance, professional development, and expenditures for network infrastructure and devices.
