Recognizes Morris's heroic actions on September 17, 1969, near Chi Lang, Vietnam, when he commanded a recovery mission for a fallen soldier while under hostile fire.

Documents that Morris was shot three times (chest, arm, and hand) while successfully recovering and returning his fallen comrade's body to safety, disregarding his personal well-being.
