Recognizes the Honor Flight Network, a grassroots nonprofit organization cofounded by Jeff Miller of North Carolina and Earl Morse of Ohio that provides all-expenses-paid trips to World War II veterans to visit the National World War II Memorial in Washington, D.C.

The Honor Flight Network operates through volunteers and donors from 43 states, including Florida communities such as Fort Lauderdale, Naples, Ocala, Orlando, Port Charlotte, Rockledge, St. Petersburg, Stuart, Tallahassee, and The Villages.

Addresses the urgency of the mission, noting that of the 16 million World War II veterans who served, only an estimated 1.7 million remain alive today, with hundreds dying each day.

Acknowledges that many World War II veterans in their 80s and 90s lack the opportunity or ability due to physical or financial limitations to visit the memorial themselves.
