Recognizes the historic SeaLab I project, which began in 1963 at the Navy Mine Defense Laboratory in Panama City Beach and conducted an 11-day undersea mission at 193 feet depth in 1964

Honors pioneering ocean explorers including Dr. George Bond, Dr. Walter Mazzone, aquanauts Robert Barth, Lester Anderson, Sanders Manning, Dr. Robert Thompson, and Mercury 7 Astronaut Scott Carpenter

Acknowledges SeaLab's legacy in advancing undersea exploration and inspiring subsequent projects including SeaLab II, SeaLab III, and the Aquarius Reef Base in the Florida Keys National Marine Sanctuary

Aims to promote ocean exploration, celebrate oceanic discoveries, and remind Floridians of their role as stewards of the ocean world
