Appropriates $950,000 from the General Revenue Fund to compensate J.D.S. for injuries sustained due to negligence by the Agency for Persons with Disabilities (successor to the Department of Children and Family Services).

J.D.S., a developmentally disabled woman with autism, cerebral palsy, and mental retardation, was raped by Philip Strong (husband of the Strong Group Home operator) in December 2002 while under state supervision, resulting in pregnancy and birth to a child in August 2003.

Settles J.D.S.'s claims for negligent supervision and operation of the group home; the Agency for Persons with Disabilities previously paid $200,000 with the remaining $950,000 sought through this claim bill.

Directs the Chief Financial Officer to pay the $950,000 to the AGED Pooled Special Needs Trust, managed by AGED, Inc., on behalf of J.D.S.

Limits attorney fees, lobbying fees, costs, and other related expenses to no more than 25 percent of the $950,000 award and designates this payment as sole compensation for all present and future claims arising from this incident.
