Appropriates $1.9 million from the General Revenue Fund to compensate Barney Brown for wrongful conviction and imprisonment for rape in Dade County.

Barney Brown was convicted in 1970, sentenced to life in prison, and had his judgment vacated in September 2008 after serving 38 years and maintaining his innocence.

Directs the Chief Financial Officer to issue a warrant and payment of $1.9 million to Barney Brown from the State Treasury.

Establishes that this compensation is the sole remedy for all present and future claims related to his arrest, conviction, and incarceration, with no additional awards for attorney fees or other expenses.

Preserves the state's sovereign immunity and does not constitute recognition of a constitutional right or violation.
