Appropriates $650,000 from the General Revenue Fund to the Department of Health for compensation to Yvonne Morton for injuries sustained when struck by a Department of Health pharmacy inspector on January 2, 2007, in Tarpon Springs, Pinellas County.

Directs the Chief Financial Officer to issue a warrant for $650,000 to Yvonne Morton from Department of Health funds in the State Treasury.

Morton, age 85 at time of accident, sustained multiple fractured ribs, scalp hematoma, and central cord syndrome requiring neck surgery; she incurred approximately $570,000 in medical expenses and now resides in an assisted living facility.

Caps attorney fees, lobbying fees, and related costs at 15 percent of the $650,000 award, or up to 25 percent if the claimant waives the limitation.

Combined with the Department's prior $100,000 statutory liability payment, this settlement provides sole compensation for all present and future claims arising from the accident.
