Appropriates $1.8 million from the General Revenue Fund to Wendy Smith and Dennis Darling, Sr., parents of Devaughn Darling, who died during football preseason training at Florida State University on February 21, 2001.

Authorizes the Chief Financial Officer to issue a warrant for $1.8 million to the parents as compensation, supplementing the $200,000 previously paid by the Division of Risk Management under state law.

Designates the combined payments ($200,000 plus $1.8 million) as sole compensation for all present and future claims related to Devaughn Darling's death.

Limits attorney fees, lobbying fees, costs, and similar expenses to a maximum of 25 percent of the $1.8 million appropriated amount.

Takes effect upon becoming law.
