Authorizes the City of Jacksonville to appropriate $3.3 million to compensate Aubrey Stewart (represented by parents Joseph and Audrey Stewart) for injuries sustained when a tree limb fell and crushed him on June 27, 2011, leaving him paralyzed.

Payment schedule requires $1.2 million by November 1 following passage, followed by three additional installments of $1 million, $600,000, and $500,000 at one-year intervals.

Limits attorney fees, lobbying fees, costs, and other similar expenses to no more than 25 percent of the $3.3 million award.

Requires the City of Jacksonville to repay the Agency for Health Care Administration for all unreimbursed Medicaid medical payments prior to disbursing funds to the claimant.

Settlement represents full and final compensation for all present and future claims arising from the incident and releases the City of Jacksonville from further liability.
