Authorizes the Palm Beach County School Board to pay $944,034.30 to Altavious Carter as compensation for injuries sustained in a December 15, 2005 school bus accident.

Carter, then 14 years old, suffered a broken neck at the C6 level and spinal cord injuries when a school bus traveling at 48.5 mph struck the vehicle he was riding in at an intersection in Palm Beach County.

Carter underwent spinal fusion surgery at C6-7 and subsequently developed degenerative disc disease; a jury awarded him $1,094,034.30 in damages on February 25, 2010.

The Palm Beach County School Board's statutory liability limit under Florida law is $100,000, with this bill covering the remaining $944,034.30 of the judgment.

Limits attorney fees, lobbying fees, costs, and related expenses to no more than 25 percent of the total amount awarded under the act.
