Authorizes the City of Miami to pay $2.55 million to Melvin and Alma Colindres as compensation for the wrongful death of their son Kevin Colindres, who died in 2007 as a result of police negligence.

Payment shall be drawn from city funds and insurance, in addition to the $200,000 already paid by the city under statutory liability limits.

Compensates for injuries sustained when Miami police officers improperly restrained Kevin Colindres, an autistic and intellectually disabled individual, resulting in asphyxiation and anoxic encephalopathy.

Limits attorney fees, lobbying fees, costs, and related expenses to a maximum of 25 percent of the total amount awarded under this act.

Declares the combined payments under this act and existing law to be sole compensation for all present and future claims arising from Kevin Colindres' death.
