Appropriates $800,000 from the General Revenue Fund to the Department of Children and Families for compensation to L.T. for injuries sustained due to departmental negligence, with an additional $200,000 previously paid under a mediated settlement agreement totaling $1 million.

Directs the Chief Financial Officer to draw a warrant for $800,000 payable to L.T. from state funds credited to the Department of Children and Families.

Requires remaining funds after payment of attorney fees, lobbying fees, costs, medical liens, and immediate needs to be placed into a special needs trust for L.T.'s exclusive use and benefit.

Limits total fees and expenses (attorney fees, lobbying fees, costs, and similar expenses) to 25 percent of the total $800,000 amount awarded under the act.

Designates the combined award as sole compensation for all present and future claims arising from the negligent placement of L.T. in the home of Eddie Thomas, who was later convicted of child sexual abuse.
