Creates section 373.198, Florida Statutes, establishing the Springs Revival Act to address the decline of Florida's springs over the past 50 years.

Requires each water management district to identify first and second magnitude springs in decline by October 1, 2014, based on historic water quality and flow levels, excluding those already listed as impaired water bodies.

Mandates each water management district develop a 5-year restoration plan by July 1, 2015, to restore historic average water quality and flow levels to identified declining springs.

Authorizes water management districts to adopt rules and issue orders necessary to implement the restoration requirements.

Requires quarterly reports beginning January 1, 2015, from each water management district to the Governor, President of the Senate, and Speaker of the House on restoration progress.
