Establishes the Congressman C. W. Bill Young Veteran Tuition Waiver Program to waive out-of-state fees for honorably discharged veterans of the Armed Forces, including National Guard and reserve components.

Requires state universities and Florida College System institutions to charge qualifying veterans no more than resident student tuition and fees.

Limits the waiver to 110 percent of the required credit hours for the degree or certificate program in which the student is enrolled.

Requires each state university and Florida College System institution to annually report to the Board of Governors and State Board of Education, respectively, the number and value of all fee waivers granted.

Takes effect July 1, 2014.
