Defines "utility worker" as a person employed by or under contract with a utility company who wears a visible patch or emblem identifying them as a utility worker and works for entities providing electricity, natural gas, water, telephone, or communications services.

Reclassifies assault or battery committed against a utility worker during lawful performance of duties to the same offense levels as those committed against law enforcement officers and firefighters.

Requires fingerprinting of minors charged with assault or battery on a utility worker, consistent with existing requirements for similar offenses against other protected persons.

Adds utility workers to the list of protected persons in employment screening standards for Department of Juvenile Justice personnel and contractors.

Effective October 1, 2014.
