Urges Congress to enact H.R. 25, the Fair Tax Act of 2013, which would repeal all federal income taxes and replace them with a national retail sales tax.

Calls for elimination of personal income tax, alternative minimum tax, inheritance tax, gift tax, capital gains tax, corporate income tax, self-employment tax, and employee and employer payroll taxes.

Argues the current federal income tax system is overly complicated, penalizes marriage, reduces economic growth, harms international competitiveness, and violates privacy rights.

Contends a national sales tax would promote savings, investment, fairness, economic growth, and respect taxpayer privacy while reducing administrative burdens.

Recommends Congress consider delegating federal sales tax administration to states at the state level in return for reasonable administration fees.
