Authorizes collection of $25 annual use fees for four new specialty license plates: Fallen Law Enforcement Officers, Florida Sheriffs Association, Keiser University, and Moffitt Cancer Center.

Revises Challenger/Columbia license plate funding to direct fees to the Astronauts Memorial Foundation for the Space Mirror Memorial and Center for Space Education, replacing previous Education Technology Institute designation.

Requires St. Johns River Alliance, Inc., and National Hispanic Corporate Achievers, Inc., to each record a minimum of 1,000 sales within 24 months or the Department of Highway Safety and Motor Vehicles shall discontinue those specialty plates.

Distributes Fallen Law Enforcement Officers plate fees to the Police and Kids Foundation, Inc., with up to 10 percent for marketing and remainder used for foundation operations.

Directs fees from Florida Sheriffs Association and other new plates to respective organizations for scholarships, continuing education, research, and related programs, after recovery of startup costs.
