Creates section 311.103 of Florida Statutes to define "freight logistics zone" as a grouping of freight transportation activities and infrastructure around an intermodal logistics center.

Authorizes counties or two or more contiguous counties to designate geographic areas as freight logistics zones accompanied by a strategic plan including maps, facility identification, transportation infrastructure, workforce availability, training capabilities, and local government incentives.

Makes projects within designated freight logistics zones eligible for priority in state funding and incentive programs under chapters 288 and consistent with the Freight Mobility and Trade Plan.

Establishes evaluation criteria for funding eligibility including presence of intermodal logistics centers, strategic state interest, cost-effective goods movement, economic activity, transportation network efficiency, private investment, private sector commitments, and local financial support.

Takes effect July 1, 2014.
