Revises the definition of "contract" between health care providers and governmental contractors to clarify the agreement allows providers to deliver health care services to low-income recipients as agents of the state.

Extends the period a health care provider remains an agent of the state from the point of ineligibility determination to 30 days after the determination to allow time for patient transition to another provider.

Requires contracts with governmental contractors to include a provision allowing patients (or parents/guardians) to voluntarily contribute toward dental laboratory costs, capped at the actual cost of the charges.

Delays the repeal of health access dental license provisions from January 1, 2015 to January 1, 2020, allowing licenses issued before the new date to remain valid.

Effective July 1, 2014.
