Repeals all statutes authorizing the use of traffic infraction detectors (red light cameras) by the Department of Highway Safety and Motor Vehicles, counties, and municipalities.

Eliminates definitions of "traffic infraction detector" and "local hearing officer" from Florida law.

Removes provisions allowing traffic infraction enforcement officers to issue citations under automated traffic signal enforcement programs and eliminates special penalty distributions for violations detected by such devices.

Conforms existing traffic enforcement provisions to remove references to traffic infraction detector enforcement procedures and citation handling requirements.

Removes the 4-point penalty for red light violations when enforced by automated detectors, while maintaining the 4-point penalty for violations observed by law enforcement officers.
