Creates a student loan assistance program for assistant state attorneys, assistant public defenders, assistant attorneys general, and assistant statewide prosecutors administered by the Justice Administrative Commission and Office of the Attorney General.

Eligible career attorneys must have completed at least 3 but not more than 12 years of continuous service and hold eligible student loans from the Higher Education Act of 1965.

Provides annual payments of $3,000 for attorneys with 3-6 years of service or $5,000 for those with 6-12 years of service, with payments made directly to lenders between July 1-31 of the following fiscal year.

Limits total payments to $44,000 per eligible career attorney or until the eligible student loan is fully satisfied, whichever comes first.

Requires employers to submit certification affidavits within 60 days of an employee's employment anniversary and mandates the administering bodies to develop implementation procedures.
